And UTR/NINO can't be random numbers
| I don't think they'll go down that route unless they want to completely eliminate private sellers which are still valued by ebay.
That said, Amazon have effectively done it. It's not that difficult to identify business sellers not meeting their legal obligations, it just that ebay seem incredibly laxed on doing it. |
