It’s not eBay that cheating the seller, if an American seller fails the ID process then they may not receive the pending funds after 60 days, instead they forward the funds to the State in which the sellers account address is. This means that they have to contact their State and Federal governments after 180 days under the department name unpaid funds/property to claim the money back.

I think that if a verified account gets suspended you will get the funds after 60 days and if an account fails the ID process then this may happen.

right on - 45-60 days...some people reported 72 days though now
