As of now he still hasnt shipped the product so essentially... he hasn't lost anything. he can just start over and learn from this mistake which only cost him his account

I did not ship at all because the restriction occurred 2 hours after the buyer paid

hmm unlikely to have the account back - even if you did not violate their policies, something tripped up security flags on eb end

eBay has now sent me a message stating that I was late in shipping and the item must be shipped as soon as possible because the buyer contacted them and informed them of that. Note: The message is not automatic. This message is from someone affiliated with eBay. I responded to the message and told him that how do I ship the item while my account is permanently restricted? I understood him the matter and what happened, and now I am waiting for a response from him. I think that what is happening on eBay now is nonsense

its not like it will "exceed" its impossible it just wont let you list it

I strongly advise you not to ship the item. They want to hold your money for 90 days.
