My eBay account just got permanently banned, I want to sell again, if I change my IP Address and buy a new eBay account from someone else. Am I good.

you will be good only after you sell several items on ebay , deliver them and withdraw funds

if account , whether bought or self made , has not sold anything it can be suspended anytime , especially after first and second listing

You also need to make sure that the cookies from the old account wont get you linked to the new one

Clearing out cookies or using a new browser will solve that though

When you open a new stealth account it should be remembered that you do not repeat the same mistakes as before, do not use the same images and retry to sell a different type of product. I find doing an auction sale one the first few listings seems to be less threatening to eBay and allows the builder up to go smoother.

Need to make sure you don't repeat mistakes that got you banned in the first place as well

IP matters, even if you live in the same apartments block you will have different ip’s from your ISP to each other. Easiest is to hotspot your cell phone and reboot it occasionally, your IP will change each time.

Yes, you can buy from someone. But you should work on eBay smartly.

I prefer different user accounts on the pc

How do I attach the new bank account, would the new bank account be using my information or the information of the eBay account(SSN,ID and etc)
