Not possible.
There is a small buyer in rural Mexico who buys small trinklets on Ebay,sellers would ship with no tracking and she would fire INR,too many times and Ebay suspended her buying privilege as she become a hazard to Ebay seller community.
She does not understand as she is telling the truth.

Stealth, at the time I figured it was purely a velocity review (which ties with what deebee80 was told), I submitted the invoices and they indefinitely suspended it.

I guess it failed their risk assessment at the time, even though there were no complains or defects.

Just to update this threat with my experience...

RECAP:

Feb 23 - Account opened
Aug 23 - MC011 probably for increase in sales
Aug 23 - Appealed with invoices, refused
Apr 25 - Randomly reinstated - 'update in selling policies'

UPDATE:

Jul 25 - Listed a FMCG
Jul 25 - Sold 50 Items
Aug 25 - Sold 30 Items

Still on delivery + 3 day payment hold.

I didn't get around to listing anything on this account for a few months after it was reinstated. I figured I'd list one cheap, relatively fast-selling item until the payment hold was removed and the account was trusted again, then I could start selling more expensive items. As you can see, that hasn't happened yet.
