Yes, the listings eventually appeared on their own organically, but I agree that now for any sales one must use promotion or they do not show up in most cases...

Old account / indexing takes a little longer these days, once it took just over 2 days for an auction to go live, probably something to do with the specific category of the good, but it should be up with some time.

If it's an auction style listing, I'd suggest creating the listing days prior which would result in the listing going live within a few hours of the auction going live and schedule the listing to end on a Sunday.
