I learned today from my merchant account provider that international customers have 365 days to file a chargeback. This would explain the "1 year chargeback" stories I've heard from paypal.

Who is your merchant provider?
I accept international orders, but I make them pay for express mail ($26) so I have a signature on file and tracking. Luckily what I sell is pretty high demand so customers are willing to pay.

Yes, they provide both. However, you have to make sure you check the box requesting a signature for the package on the tracking form.

Even if you have the signature, how do you make sure that it's going to the right address when you have no AVS?

If I did express mail no one would buy because ebayers are cheap. I could do first class registered mail, but then I'd have to stand in line at the post office a whole lot -- stamps.com won't do first class with registered mail.
