Has ANYBODY here ever won the 'Not as described' chargeback?
 
Proof of delivery to the buyer is a must with photographs of the products, of course, but has anybody ever won this type of chargeback for merchandise not as described and how have you done it?

In years I've had one chargeback, a scammer buyer claiming not as described. This January a chargeback came up with the buyer saying the merchandise was damaged and a tracking number provided as their proof of return. The address it is tracked to is not on my account and the item has not been returned. I take pictures of all products before they are shipped. I immediately represented with photographs showing the merchandise brand new and exactly what was ordered, I gave the tracking number proving delivery to the buyer's address, and explained that the return tracking information they have provided is not for any address that I've provided. I also pointed out that the buyer has never been in contact about the order or returning the item, so their behaviour is suspicious. It's coming up for 4 months since I submitted this representation and the chargeback is still showing as pending.

Is there any way to definitively win this kind of chargeback? From what I can gather it's largely down to the bank's own integrity and discretion who they side with, I'm aware this is the hardest chargeback to prove against but is there anything more I could do? If I take pictures showing the item brand new and they take pictures (probably of an older item) showing damage, in the bank's eyes there's nothing really to say who's lying.

How did you win? Was it Google Checkout?

All I did was just ignore the dispute which lasted 7-12 days and once the buyer escalated it paypal automatically closed it in my favor. :D

If you prove shipping with paypal (tracking number) that's really all they care about.

Oh no, I'm talking about a scam buyer's credit card chargeback not a PayPal SNAD dispute. Coming up for 5 months now and it's still showing as pending, is this a good sign or bad sign?

Does this mean that nobody here has won a not as described credit card chargeback? The only advice I can find on chargebacks is preventing them, but this doesn't help against friendly fraudsters.

The (Credit Card) Bank will most likely side with the buyer 99% of the time no matter what info you show to prove it was sent to them. The other rare 1% where they will side in your favor is when they see a pattern of disputes on the buyers Credit Card.
I only have stories of winning Paypal SNAD and Bank Chargebacks but never Credit Card Chargeback through paypal.

Thanks for the straight answer. What do you mean if the credit card notices a pattern in the chargebacks? You mean if they do too many? Why would the CC companies care about this?
