I have an ebay account that is 30 days old but has no feedback yet. Can I start listing one item a week to sell? Or is that not a good idea without any feedback? I have some software to sell so I'm wondering if 1 a week will keep me safe.

I do NOT recommend using the above! eBay could easily view this as feedback manipulation.
As for selling software, it depends on what type. If you are talking about Microsoft products, or Rosetta Stone, Adobe, Corel, etc. then NO, it would not be safe.
Then again, listing those things isn't safe even with lots of positive feedback.
Software products on established accounts are a no-no, so putting them on a new account would be eBay suicide.
It is not so much Software, per-se, but really anything that is favored by counterfeiters.
Here is a good rule of thumb. Whatever it is you want to sell, go to DHGATE first and see if it is being sold there. If it is, then it is probably not safe to sell.
