I had a variation on this problem,
when you called paypal, did you ask the pp service rep to personally speak to an ebay rep right then and there on the line?
the pp rep can call and speak to someone on ebay to personally tell them the issue is resolved or whatever the case may be.
what will then happen is that the ebay rep will just lift your restriction on the spot or "escalate" it to be resolved.
JUST A WARNING - only ask pp monkey to speak to EB monkey if you are ok with them exchanging bodily fluids - lol- they will not talk so that you can hear, and who knows what info about you they will share with one another.
and also 24-74 hours means squat, could be 2 weeks before they get around to it, or never. I know , its infuriating. They should provide the same customer service standards they hold us sellers to.
