Are you check address and fill all blank? I use VCC from India, K-Web and many kind of VCC. It can open an selling eBay account in Thailand.
Normally Error "Your card could not be authorised. Please re-enter your card number, card identification number and expiry date." You have to click several times. I registered in eBay.com.sg

No, they don't ask about identity , but when i try to list one item, have this message :

You've reached the selling limit for the number of items you can list. Account privileges for sellers may be limited until they establish a good track record with us and their buyers. The number of items you can list is limited until you have fulfilled past sold items. This helps us make sure you can deliver the level of customer service you need to succeed on eBay. As you establish a good track record with your buyers through fulfillment of current sales, your limits will continue to increase automatically

New accounts can list 10 items per month. Once all your listings have ended and you receive feedback, you will be able to list more. Note that 1 item with 10 quantity counts as 10 items.

Yeah. I suggest you sell 10 items on an account, then sell on another account until that account gets feedback, and so on. In a while all your accounts will grow and you're allowed to list more.
