What is it mean?

In a few simple words, ebay is changing their game plan. ebay is controlling sellers to ensure they (ebay) do OK. They are asking/suggesting/making sellers play their game.
Below are current threads related to your questions. Suggest to me you have a new account, doing OK, not high FB & possibly DSRs not as high as ebay perceive they should be. ebay are telling you to up your game plan.:pop2:
This practice has been going on across the various sites for the past 7 months.
