In a few simple words, ebay is changing their game plan. ebay is controlling sellers to ensure they (ebay) do OK. They are asking/suggesting/making sellers play their game.
Below are current threads related to your questions. Suggest to me you have a new account, doing OK, not high FB & possibly DSRs not as high as ebay perceive they should be. ebay are telling you to up your game plan.
This practice has been going on across the various sites for the past 7 months.
