recently purchased a verified paypal with a usa adress using a VCC i bought. and i live in uk. i set up my ebay and listed my first item. Shortly after ebay limited my account asking for extra identification and now paypal are asking the same. never used to happen on my old accounts and having a real problem listing items!!
Would this be because i live in uk and they are getting suspicious?

Let me guess, the message you got was "MC010 Verify Identity"?
That is normal since you live in UK. Ebay's system is unique and secure! If something doesn't match up correctly you will be flagged and forced to provide verification. At this point try buying documents from "First Edition" Look him up and he will assist you further.
