Technical difficulties?

I am trying to confirm a second account, do the four digit thing. It keeps saying "can't process due to technical difficulties." I've tried three times. Is this bait to contact them? How long should I wait?

Ever since switching internet providers, I have yet to be able to creat one single friggin' account. For different reasons. Not sure if it's bad luck or what.
