Default Has anyone heard about this new listing limits for new US account?

I'm asking for my friend.He kept getting this warning when he tried to list item on ebay.The account was new and never listed anything.Why?

the account is new and has never listed anything.

Yup I had that on a account that was just a buyers account. Had it for a year then turned it into a sellers account. Tried listing on it and had that same problem! Was pretty lame.

Will that be a problem if he registers a new ebay account and then linked it to the currently paypal account?

20 accounts can list 200 items a month and do 10,000 in sales. Does that make sense?
