PP Limited but eBay OK, what to do?
 
Currently have 80+ feedbacks on eBay and would like to keep this running if possible. I started this account from 0 feedback so it's almost like my baby lol.

The Paypal account linked with eBay is currently has Limited Access, though I am able to send/receive payments. The only action I can't do is close and withdraw money from my account.

Should I create a new eBay+Paypal account and just move on or is this account salvageable?

It my be possible for you to open a new paypal account and link that to you ebay account. I would try that before you let you account go.

What is the actual 'limitation' notice? It's preferable to have as much info on the limitaion to work thro' any solution.

With the limited info, and because I loathe losing accounts, I'd try to salvage it.
Now depending on the circumstances, that may be possible. You most certainly would need to think of moving away from paypal (if you can). Now you have to face that linking any new paypal account will be problematic.
Certainly if paypal are not going to 'do business with you', then it is too dangerous to have another linked paypal account. Think of dominos:ballchain:

You can link another pa yp al - it's been done but you will be in permanent limitation - I have done this many times and you can ALWAYS expect funds to go into 180 days.

If you can live with that, go for it - personally, it's not worth it. My insight is based on seller accounts of course.

Start clean.
