With the limited info, and because I loathe losing accounts, I'd try to salvage it.
Now depending on the circumstances, that may be possible. You most certainly would need to think of moving away from paypal (if you can). Now you have to face that linking any new paypal account will be problematic.
Certainly if paypal are not going to 'do business with you', then it is too dangerous to have another linked paypal account. Think of dominos
