Default eBay 'Reputation Limit', will changing countries help?

Hello all. I've had my account for around 11 years, started selling on it a bit over a year ago from Japan using the 'Long Tail' strategy (tones of individual items to many different buyers, around 500 BIN listings, all legit), I was making good sales for nearly six months, then, along with a lot of users, got slapped with ebay's 'Reputation limit' in late Oct which meant no new listings and no revisions to existing listings (I was a top rated, business account, powerseller at the time, premium subscription, over a thousand FB 100%+).

I assumed eBay had changed the rules for Asia sellers so I decided to get a US paypal account and change my address to a US address in Dec. Well it worked for around five listings, but I failed to change my IP when using my desktop listing program. So my account got limited by ebay Hong Kong (exactly the same limit as before, but with a different reason), who, after the standard back and forth over email, told me to change my address to China/Japan/Hong Kong. By this time I was logging in using a US based static openVPN that stands up to SSL scrutiny and proxy detection websites (pretty much my only choice as an overseas user) I assured them I was back in the US from 'vacation', but I still got the same copy and paste email they sent earlier, so I changed it back a few weeks ago. This worked again for about 5 listings before the 'reputation limit' came back.

So now, I'm back to where I started and eBay support can't / won't help. Unless there's a department to contact that I haven't been told about.

I've considered going the stealth route but 500 listings would be very difficult to manage, also old accounts with repeat customers are highly prized, so I'd like to salvage what I've got.

I'm wondering what's the best course of action?

Do I change my address to the US and hope this restriction is lifted and they don't detect where I am? (I know openVPNs yield mixed results) But if I get caught and I change my address back to Asia again, does the clock reset on the selling limit and I have to start building up from 10 or 100 listings? (ebay Hong Kong won't tell me my current limit, US trust and safety don't have any information) Or do I stick with an Asian address and hope, in time, I'll be back to listing 500 items plus. It seems you're less likely to be limited if you're in the US, at least talking to trust and safety you can negotiate, definitely not the case with any eBay branches in Asia it seems.

At this point, the inventory on my listings are running out, so it doesn't seem like I've got much to loose. Alternatively, I list only 100 (hopefully) of my best selling items and market my own website using the paypal addresses I've accumulated.
