Owing money to Paypal or Ebay

I m new to this forum. I was told by someone that if I left either ebay or particularly paypal in the red and owed them funds, they would not only record that ip address and suspend any subsequent users with that address but would also use more a comprehensive sweeping type suspension and ban any members who are in that vicinity with similar ip's. Obviously changing routers or any other simple method of changing the ip only makes a difference in a few numbers. Do I have to be concerned about any future accounts if I have left ebay or Paypal in the red?

imo, your concern should be resolving any debts with ebay/paypal and making sure your own nose is clean.

If you return to stealth having a new clean IP is part of the deal. Only part mind

I was seeking advice from Modee. I created his version of a stealth account and the account was suspended due to a bad business dealing. The paypal account is negative $600 due to a chargeback. It is a stealth account so it is in no way linked to me personally. So, my question is that is modee correct in stating that paypal may flag whole blocks of ip's in order to collect this debt?
