Are you only creating one stealth account? If so, why not use a Static IP? You won't have to worry about using a previously used IP address would you!
If your stealth account gets suspended down the line, figure out why, change your Static IP address and move on.
Personally I think isn't everyone in the same boat? A lot of people have had 3+ year old accounts and were using dynamic ip addresses without realising because they wernt paying attention to their IP address whilst they had their real eBay account...then they get suspended for the first time and go stealth, buy a dongle because it gives them a new dynamic IP everytime and go through hundreds upon hundreds of IP addresses.
I don't personally know the odds of using an IP address you have used before.
Biggest tip, create an Excel document and start recording your IP addresses (if you are going dynamic) with which eBay/PayPal account you use them with.
