Haven't seen that one before, duplicate auction listings usually water down the price in my experience, low priced BIN with immediate payment required seem to work much better.
Never seen that scenario and email either. Contact them by phone and just ask them. They will tell you the details and you can post them on here.
Just ask them what the email meant and why such a thing would be in place so you understand. In my experiences with the phone support they always answer all my questions clearly.

I dont get it.. is this a bad thing or a good thing?
This is neither good nor bad. They are just letting you know that you have to stay above 30% sell through. Meaning every 100 items you list, you have to sell atleast 30 of them. They do this to reduce spam, meaning those people who use their service just to advertise crap will have their accounts banned. You're fine if you're selling real things that are in demand 3 out of 10 times.

Wow, If I was even close to a 30% sell through rate I would be looking for a nother line of work. I like niche items. I have maybe 2 listings a week not sell. Even then they will sell the next listing for sure.
Must be niche listings that are sold all the time. mAybe I am spoiled.
