Long story short, I had an account that was indefinitely supended 3 years ago (about 80 feedbacks 100% pos). If you are curious, you can visit
here for little more details. My last attemp at reinstatement was about 2 years ago, and I have never logged into the suspended account since than.
I was completely ready to go stealth then I thought "what the fudge, I'm gonna try one last time". Here's what I did.

The person I chatted told me she couldn't really help me becuase the appeal is handled by the Trust & Safety. Then she directed me where I could get the contact info of Trust & Safety. Need to be logged into the supended account: customer support > contact eb@y > account > account restriction and suspension > call us link > will be given a phone number and PIN number.
I didn't wait too long to speak with an actual person, maybe 5 minutes. Was asked my name (told him my first name) and what was my reasons for the phone call. I told hime I wanted to know if it was possible to reinstate my account and gave him the account ID.
I was put on hold while he went looking for the record. When he came back on phone, he told me the account was suspended a long time ago (3 years ago) and all I had to do is to verify my ID to reinstate the account. It seemed he pulled a soft credit check on me using my name on the account (I apprantly had initial of first name and full last name, like AB Smith) and asked me about 4 or 5 questions:
Which of the following names have you used or associated with in the past? One of the choices was my full name (with my full name, he pulled the following questions)
Which of the following addresses have you lived or associated with in the past?
Which of the following cars .....
Which of the following towns .....
All of the questions came with 5 choices.
Just like that my account was reinstated on the spot within 2 minutes of answering all the questions correctly.
I thought this may be helpful to those who wish to try in reinstating an old account (suspended many years ago) before going stealth.
Of course, I plan to sell on E, but should I go slow and easy as if it's a brand new account? Will I be still object to the selling limit? FYI, I will be selling non vero, no risk items (I sell arts & craft stuff that I make and completely stay clear of any vero/copyright/ip materials like plague).
My supended eb@y account is reinstated.
