Is it possible to transfer a Premier account to someone else?

Two questions

1) Ebay says we can not transfer accounts. But I also heard that for a premier account you can change the name of the owner of Ebay and Paypal. Is that true?

2) Does transfering personal account to a premier account cause further inquiry about your source of products and anything like that? thanks a lot

It is possible to transfer accounts if they are created in the name of limited companies by transferring the share capital of the limited company. I do this quite often
