Ebay account (11 month)

i have Ebay account for about 11 months,it has 3 positive feedbacks. How can I icrease selling limits? and why my month selling limits are 0 ? I was thinking what selling limits increase after month

But I had sold half year ago my broken iphone and not gotten any message. I don't understand..I will refund of course ! I withdraw fund's to my credit card, can I somehow cancel withdrawal? Or wait several days I will refund imidiatly I get money to my card
