So I found this link in the wonderful world of Google:

It is described as:
"Use the following tools to manage which users can or cannot bid on, or buy, your items.
Blocked Bidder/Buyer List:

Set up a list of bidders/buyers who will no longer be able to bid on, or purchase, your listings. The list will apply to all your items. You can add or delete bidders/buyers at any time."

Anybody have any idea whether this will keep the users i add to this list to keep from viewing my items/ being able to report them?

no..they will still see evrything..
the only diffrence is when they click the bid/buy now button it will not let them and give them a nice message..below.

Seller isn't accepting your bid

Unfortunately, the seller can't accept your bid on this item. This can happen for a couple of reasons. For example, the seller may have limited the number of items you can buy in a specific time period. Learn more.

Nope. As far as i know, anyone on your blocked list can still see your items. However, when they try to purchase them, they get a message from eBay stating something like "this seller has decided they do not wish to sell items to you'".

I know this, because I recently got an email from a buyer on my blocked list asking why I did not want to sell to them.

I'd say it is safe to assume then, that they are still able to report your items.

LOL we can only dream!! but im afraid there is no way of doing this.

other sellers will often create ⊗⊗⊗⊗ accounts just to bid and not pay to take your listings down. They never do this on their real selling account so creating big block lists of other comp is kinda useless.

You gota watch everything like a hawk and REMOVE BID - BLOCK BUYER - ASAP.

^^^^ golden_monkey gave you a nice heads up here. Nothing stops competitors from creating lots of accounts to harass the crap out of you.
