Will it be OK to use a cell phone on my stealth acct that I used on suspended acct if I did a factory wipe and flashed a new rom on it? Everything is like new just same sim. Wanted to know before using it. I don't want to chance linking accts.

how are you planning to use the cell phone? if you are using the cell phone # then the only way to use it is if you changed the #. if you are using it for tethering, wiping the phone does not help because it is your provider that gives you your ip. a dongle would probably be your best bet
I've been using it for tethering using barnacle and putting in airplane mode to change ips and logging into excel spreadsheet. Been working great with 6 eBay stealths. None taken down yet. 7 months. I'm talking about getting on eBay and PayPal from my cell. Flashing a new rom should make phone like its a completely different one.
i am not understanding. you used the phone on a suspended account and kept track in excel, so do you know which IP address you used under the suspended account? whether tethering or using ebay directly from your phone, the IP address would still be the same in either case. can you clear up the situation a little?
When tethering, I get a different IP every time almost. What I'm saying is, if I go to eBay on my phone, not through my phone to PC. I recently did a system wipe on my phone and rooted it. I flashed a custom rom and now its like a new phone. I'm asking since I did all of that would I be able to login to eBay on my phone. On only one of my stealth accts of course.
It doesn't matter if you use your phone to log into Ebay/Paypal. I will say this though, I have an Iphone and I use a Web Browser called "Atomic Web" which allows me to do the following:
1. ⊗⊗⊗⊗ Ebay/Paypal to thinking I am using Windows Web Browsers
Which is great for stealth.
If you can find an App similar to this it would make logging into Ebay/Paypal a lot easier.
