They can see your listings, they can still contact you if they have an old message that they are replying to.
Otherwise, when you block the user, they are only blocked from bidding and if they go into the "contact seller" from the ebay myworld page, they won't have that option.
If You can go to your Site Preferences and edit your Buyer Requirements (right at the bottom of the page) to:

Yea, you should be able to block them. My block list is huge. Anyone who low balls me. Returns and item or just gives me any kind of hassle in general gets added. I am also friends with people who sell similar products we share really bad members and always block people who we see who have left each other negative or problematic neutral feedback even though it is rare. With the way feedback and everything works now on eBay I would rather lose out on 10 sales than deal with a dirt bag.
Then you will need to push back - ask eB why - submit proof if you can and gain clearance.
Proof of what? If she has the vero rights?
If OP has the rights do you suggest she contact ebay?
If she does not what should she do now?
I have no experience with vero items but when you use the words push back sometimes posters get aggressive and they need to be very careful when doing this.
