when this happened to me , i called them up,it was because they said another account (that i did own) had some information that was exactly the same (not sure what it was ) , then they requested for identification to change the limit, it seemed like it was automated by their system.

^^^When you call they no nothing. They play like they do but they haven't a clue. The computers are programmed in secret so no one can get over...not even employee's with some side action of their own.

I have a bunch of accts that have no banks but CC cards. They sell fine. They will not raise your selling limits until PP is fully verified though.

is this always the case? i thought paypal would stilll lift limits even if your paypal has no bank

The bottom line is that Ebay's algorithm that determines what they perceive to be trust is what determines selling limits. Anyone who has ever received an increase can trace it back to playing Ebay's game to their liking. While we don't know for certainty that a lack of VBA is what causes this issue, we know that it can't be helping your trust score with Ebay. It is fair to make a deduction that a lack of VBA is at least a contributing factor to this because no one has ever reported this problem with a fully verified Paypal account.

^^^that's all true. But if you know your market well you can get away with it. If you just testing it's not a good idea. But then even with fully verified accts, they go down for any reason at all in the beginning.... That's a big waste of bank accts in my opinion.

In my experience the limits go up way slower without a bank. It all depends on anything.

verifying and confirming a paypal account opens the door to earlier successful selling.

If that's your method avoid spreading the idiocy of it.

OP is in the USA. There are even better options than the UK to have a bank account.

Well I called few times because of this limitation. All what rep said is that their system done that because it wasn't able to verify some details on the account. Nothing more as always. And few times they fixed this for me. It depends from rep who answered the call.
