I guess the question is , can the buyer make me ship it ? Also how can i stop this in the future ?
I have nothing against the international community , i just don't want to ship something and have a claim for it not getting there. And then with have no proof of delivery due to USPS not tracking after it leaves the border. | Straight away set your buyers settings to stop this for the future.
I would get the buyer's details from ebay.
I would approach them with this.... a carefully worded email.
"I can imagine that you are pleased to be getting this laptop. I have checked the most secure, the most trustworthy shipping method for my satisfaction.
To ensure you get this item safely, realistically I can, and I will only, send it to you at a shipping cost of X dollars. This is for full insurance and signature confirmation. Since you were in a country that I do not ship to, I can not expect you to be aware of the costs before you made a bid. These costs are for our mutual protection to ensure you get an undamaged item. There can be no other way.
I await your written acceptance of them or if you so decide your cancellation of the sale. I have advised ebay of this to ensure they are aware of my best efforts to give buyer satisfaction

Make sure there is a *cough* inflation in shipping costs to put the buyer off
