First off let me say , this is not a stealth account. This is my old ( under my real info ) eBay account from '07.

Recently my account became standard again. I was having my payments pending till 3 days after product delivery due to 4 low scores in ship time back in early '12 and the fact that my volume is very low and i couldn't off set them.

So when my payments stopped being held and my account when standard i decided to go on a selling blitz. Sold a few hundred dollars of items.

I sell a old laptop ( Pentium 4 ) for 88$ , Later that day the buyer contacts me and says his son bid and he wants to cancel . I say .. sure no problem mistakes happen. I send him the form and relist the laptop.

The laptop sells in a few hours again ( YAY! ) ... for 60$ ( still good :)

too someone in Jamaica... ( i don't ship internationally )... with 1 feedback ( two from the same guy , for items with stock pictures ) .... with an account made just a few days ago.

I send him a can auction form " buyer in a country i don't ship too " option.

I get a email later from ebay

Cancel transaction request denied
"The buyer has rejected your request to cancel the transaction "

" As a result, you will not receive a Final Value Fee credit for this transaction. Please complete this transaction with the buyer."


I guess the question is , can the buyer make me ship it ? Also how can i stop this in the future ?

I have nothing against the international community , i just don't want to ship something and have a claim for it not getting there. And then with have no proof of delivery due to USPS not tracking after it leaves the border.

Well yes you should ship it, to avoid a negative and getting the holds put back etc..

If you want to restrict international sellers, you have to set up your buyer requirements more solidly. They will not even be able to bid on your item then, but since they can, you have not done this.

I would only ship it with insurance and a tracking number as well, because most international buyers try their luck with non receipt and claiming.

gah... i really screwed up . I wonder if i still get a negative. I sent him a letter apologizing and saying the auction shouldn't have showed up in his nation.

The question is how to i block them ? whats a good solid setup for blocking international buyers ?

This is reason i don't ship internationally. Way to many claims.

Buyer Requirements


Buyers in locations to which I don't ship
Block buyers whose primary shipping address is in a location I don't ship to.

This requirement can help you avoid buyers who agree to purchase your items without realizing you don't ship to their location.


Do i need to change anything else ?

Yes that should be fine. He wont be able to bid then.
Next time you list an item, in the shipping area you can also create an exclusion list. If you want to be extra safe.

Straight away set your buyers settings to stop this for the future.

I would get the buyer's details from ebay.

I would approach them with this.... a carefully worded email.

"I can imagine that you are pleased to be getting this laptop. I have checked the most secure, the most trustworthy shipping method for my satisfaction.
To ensure you get this item safely, realistically I can, and I will only, send it to you at a shipping cost of X dollars. This is for full insurance and signature confirmation. Since you were in a country that I do not ship to, I can not expect you to be aware of the costs before you made a bid. These costs are for our mutual protection to ensure you get an undamaged item. There can be no other way.
I await your written acceptance of them or if you so decide your cancellation of the sale. I have advised ebay of this to ensure they are aware of my best efforts to give buyer satisfaction

Make sure there is a *cough* inflation in shipping costs to put the buyer off

I am so happy this site exist. I actually feel like i have someone in my corner. The eBay forum post i found on this topic went right into attacking the seller. To the point to where if the seller lost the item.. oh well.

Yea, it does suck. Normally in this case it happens even when you try to block people from time to time. I send them an invoice with 10x the shipping costs I have for the US customer. If they bitch I say you are not in the U.S. like my listing quoted you should have contacted me first. I have nothing against Jamacia in general but for shipping to on an eBay sale that would be on my block list personally. If they do leave a negative just keep bitching to eBay about it and it should get removed as well as the fees you are losing out on. You should have contacted them first though before you sent the cancel transaction.

Ya i am a little worried about that too. I hope it dosn't come back to bite me in the rear.

I wouldn't worry about it. If they leave you a negative I would just contact eBay. Through the Report a buyer tool. Tell them they are out of the country etc. And basically what you said on here. If it was for another reason a US customer you might have to worry. But for this I would rest easy. Trust me Jamaica is not exactly on eBay's trusted country list.

The shipping cost is a good way to deal with the buyer and avoid problems - GB is right about this. Make changes in your listings to avoid future international bidders.
