Adding Secondary Payment Method

I have a business account on ebay but no store...I wanted to take advantge of the new store fee...but its asking for a secondary payment method...I have one...(stealth of coarse), but I just for the life of me, find where to just add...it says back up method - none...why isnt there a link just to add one...very odd..
