Adding Secondary Payment Method

I have a business account on ebay but no store...I wanted to take advantge of the new store fee...but its asking for a secondary payment method...I have one...(stealth of coarse), but I just for the life of me, find where to just add...it says back up method - none...why isnt there a link just to add one...very odd..

Does seem strange, have you signed in and out of the account? Without actually seeing what you are referring to I'm having difficulty visioning it but I think I understand.
