Johnny, this has been answered many times for you, yes new paypal = new ebay, you cannot re-use anything from your previous account.

Also most people assume that the paypal limitation has occurred because of something they did, infact the truth is all paypal accounts will be limited at some point, maybe you will manage to withdraw your funds a few times, maybe it will happen the first time you try to withdraw funds, but this is a fact, you will at some point be limited.

Yes this is something paypal has been doing recently because I never got limited on previous accounts until this one. And all you have to do is follow the stealth book to open new ebay/pp accounts that is what I did. Now I have to create a couple more backups so when this happens again, I'm not losing a ton of money.
