It seems like eBay like to have an ace in the hole for when somebody's account looks like a liability to them and they feel like purging the site of sellers they don't want.
Had a few people I know get linked to old roommates accounts and other such things. Years after the roommate had left and after the other persons account was suspended. The link just happened to occur after they had a few Not as Described cases opened against them.
I have said before I have never had a problem with public wifi. Knock on wood. However, depending on how important the account would help me determine weather it is worth it or not. The hard 200 transaction limit that seems to be enforced now for US accounts has changed my viewpoint on some of these options. Due to the monetary aspect of using other services as suggested above.
