Public record ebay payment on credit?

So how can ebay put a public record on your file for owing something if they have your real name and address, but don't have your ssn or id?

Therefore they can do what they want.

I would hope he knew better to pay the fees if the account is under his real name. Always better to avoid trouble when you don't need it. But then again a lot of people can have the same name as him so idk.
