issuing a refund when the buyer has not opened a case.
 
How do issue a refund when the buyer has not opened a case. I am used to resolving it when the buyer opens a case.
in this case he did not.

do i go into the cancel the transaction in ebay then go to paypal and send a refund? I want to make sure I get my final value fee?

I usually jut log into paypal and issue a refund from there. Not sure if processing refund through ebay would be better.

Find there transaction in PayPal and use the 'Issue Refund' button.

It will then show as refunded in eBay as well.

You will then need to send a transaction cancellation request (which they will have to agee to) to get your FVF back
