The means of doing that are already in place with both ebay and paypal.....

Sellers can set their selling preferences before making a listing.

paypal advises to not ship to unverified or non-confirmed addresses.

Yet, the OP says he has a brand new buyer asking for other ways to get the item.

Considering a seller must take responsibility for listings, there are (actually) enough flags with this deal to avoid finalising it.

One point not addressed is this..... a new stealth account getting $300 into paypal.

What is going to happen at funds transfer time? I would lean towards a limitation.

Selling is always considering the risk factors to the seller..

I agree with many others, if it is not a verified or confirmed address then say you cannot ship it. Say it is eBay and Paypal's policy, since it is required for you to be covered.
