Having a hard time with 0/0 New Account Limit. Followed the Guide etc...

Hi I bought the guide in December 2013. Is there any update? I took a break starting February and now came back to sell. I have been getting 0/0 new account limit 5 times in a row now.

I made sure to use 1) new IP 2)clean vcc 3) real address from house listing 4) verified phone number.

What could be the issue?? I obviously can't pass the 3 question test when I call them to go through the verification steps. Please help/

stupid me. i just re-read the guide and i forgot to delete flash cookies... =...(

Other than the flash cookie, is there anything else that is getting me 0/0 limit?

Ok so I made a new user account, deleted all cookies, flash cookies, and made sure to use new IP. I made real address with common name within 50 miles of my IP. I got a Google voice number. I verified my paypal using vcc and then made ebay account and linked it.

Went to go list a generic keyboard for sale on Ebay. BOOM 0/0 limit.

Is there any help for this? I read the guide three times now and still cannot figure this out. Please help.
