Help Buying 1999 Ebay Account

So I happened to meet someone that lives 30mins away with a 1999 Ebay Account with 500 Feedback. They no longer use it any more will let me take it off their hands for cheap Might even let the paypal go to.

Question is, since this is so old am I exempt from certain things and any special perks/? I plan to add a authorize . net account asap.

Is taking the paypal even possible? Since its registered to their SSN I dont think it would be of much use to me being I plan to do serious volume. Not that I even like paypal, I hate, but just curious. Mine is banned.

Does not matter how old the account anymore. Every account is treated like every1 else and prone to restriction. For me personally, it's is about the price of the account I'm buying. I would rather buy multiple accounts than putting my money on one basket. What's the selling limit on this aged account?
