Default Feedback limit

I have come across many listings stating buyer must have 10 feedback or cannot buy. Or must contact seller for approval.

Is this allowed on ebay? And what happens if buyers refuse to obey, and retaliate?

I run all my auctions with minimum 5 transactions in order to bid. Weeds out problems, a bit.
I belive buyers can't really refuse to obey, as the system won't allow them to bid automatically.

When starting a new account, I sometimes bid on random items and I come across listings that I'm not allowed to bid on- I can try to bid, but I'll get a notification stating that I need to gtfo, as I don't have enough feedback.

Well, if it allows you to hit "Buy it now", then you CAN buy it, and if the seller refuses to sell - it is against EB policies. I myself would be happy if there was an options at EB that would allow to block buyers that have "lower than 10" feedbacks, but unless they have such feature, if seller does not want to sell after the purchase, he can only ASK you to cancel your bid, and if you refuse, the only way for him to cancel the transaction is to create a defect, which is really bad for him.

It is against EB rules not to sell to a person, if he managed to win, isn't it?

Of course this is allowed - some sellers don't want new buyers

How a seller can restrict a guy with, say, 7 feedbacks, from buying?

They cant restrict anyone.
And ebay does NOT allow this sort of restriction. If you try to mention that in the description the bots often catch it and youll get a notification on the last listing page that this practice is not allowed.
If a person with no feedback does win an item that a buyer asked them not to bid on the buyer is still obligated to sell the item. If they do not the buyer can leave them a negative feedback and report them to ebay.

Usually sellers face problems with new ebay members so some put a restriction on buyers like this but this is only for auctions

Well, if a seller puts a restriction in a written manner, but a buyer still can buy it (as technically he is allowed to buy), will buyer have problems with cancelling the sale?
