Your 180 days starts once your account is limited. Your account is limited when they limit the account. It is not after you fail to send in paperwork or anything else.
IT IS 180 DAYS FROM THE TIME/DAY THAT THEY SEND YOU THE EMAIL STATING THAT YOUR PAYPAL IS LIMITED.

Lots and non.
In the USA, you have to do A LOT of things wrong for paypal to keep funds. Being rude, continue to collect funds will delay the release date, having massive rates of chargebacks, making threats to paypal employees to name a few.
Now in the UK, it is more common for paypal to keep funds.
But what if they wont allow to withdraw even after 180 days passed? Because I have got 1 account in which I am going to send them email to allow me to withdraw as they are asking id docs, which I cannot provide. and other account is already been for 180 days, still they say, we wont allow you to withdraw.

Just keep emailing them or go on their facebook, I've not had a issue with paypal but a bookmaker in the uk weren't letting me withdraw even with legit ID and they soon did after me and 10 friends started spamming their facebook and twitter
