Paying for listing optimization?

Found someone offering to do it but they are charging like crazy. Does seo really work for a new user? Like one with a 20 item limit?

I doubt it. I've always operated under the assumption that an account becomes stronger over time with good DSR's and feedback, prompt shipping, and overall good customer service. The stronger an account becomes the more likely it is to have listings appear in the top of search results. I don't know how someone could perform SEO optimization for an eBay listing.. unless they are somehow boosting your position is Google search results.

SEO optimization has nothing to do with the way ebay listings show up in searches.
Ebay has their own algorithms at work to determine the order and as Chuck stated it has everything to do with how ebay views your overall performance.

It may be for search engines. If your item is searched on google your eBay listing of that item will show up

It would be to drive traffic to your eBay page from outside eBay
