Drop shipping pros?
 

Below are two drop shippers that I follow on a regular basis. They have crazy high numbers of feedback, high numbers of items, but high number of negative and neutral. How do they do it? They both require contact and an RMA# for returns, so it doesn't go through eBay. But if you read their negative feedback, how are they still allowed to operate? This is home-gallery's return policy:

We offer a 14 day return policy from checkout winning date.
An RMA number is required for all returns. Message us for return instructions. Items returned without a RMA number will not be processed.
Items defective upon receipt must be packaged in their retail packaging as if new and returned with a detailed description of the problem.
Return shipping fees are not refundable.
We reserve the right to decline any returns if the above guidelines are not followed.

Not sure about the return thing but I've seen loads on ebay with stuff like 'no returns!!', doesn't mean ebay won't just refund them anyway.
99.4 and 99.6% isn't exactly that bad, feedback doesn't even matter much to ebay anyway, just dsr's (not even that for long), I have a account on 99.5% thats top rated
