I've had a couple of buyers recently doing this. Is it a ploy to make us think payment has been received in hoping we send out the product?
Click through the listing and unmark the payment as sent from the list of options to the top left. If its been more than 2 days since listing ended then open unpaid item case.

You can choice in the auto unpaid cases to open in 2 days min. After that, it will take 3 days for the unpaid case to close and you get listing fees back.

Yes. You get that amount back into your monthly allowance. Unpaid item case is the only way. Cancelling a sale doesnt give you that allowance back.
