What is this OFAC message?

This is a brand new one to me. After attempting to checkout on Ebay, I got this...

"eBay's Compliance Department identified activity that potentially violates regulations administered by the United States Department of the Treasury's Office of Foreign Assets Control (“OFAC”). Because of this activity, your account has been restricted. If you would like to have the account considered for reinstatement, please refer to the email sent to your My Messages."
Error Codes: 70226 70204

Account isn't restricted and there is nothing in my inbox to suggest otherwise...
In fact, there are active listings that haven't been touched and selling limit has remained the same.
I'm assuming it's a glitch, but has anyone else got this message before and know what it means?
Unable to move forward for EB, despite it being able to accept my Paypal balance; decided to purchase on external website for the time being..

I'm doing this extremely early at 4:30AM, so is this maintenance or something?

I have not seen this message. I would wait 24-72 hours for the potential glitch to go away. I had a glitch on Thursday about account needing confirmation via e-mail - which I did confirm but account would still not let me sell. I waited the next day - the glitch went away. Perhaps a site update was in progress.
