Default what kind of scam is this?

check user katerinalagrande on ebay
this guy keeps selling stuff and then cancelling the transaction
after the auctions end, he emails the buyer and says something like this item is no longer available or i cant ship to your location, and he do a mutual withdrawal.
and it is probably not for feedback, because he had another id that i cant remember , with like 200 feedbacks and he kept doing this. so i dont think its to build feedback
so why is he doing this?

but if he isnt selling the item, what good would that do? Is he still completing the sale? Or voiding the whole transaction. Maybe he is trying to steal peoples names and addys

You do too many mutual withdraws for fees, then you get suspended.

But then again some sellers will never file unpaid disputes for non pay bidders and only do mutual withdraws for non pay bidders. I have no idea why. Even user "buy" (buy.com) does this.
