Can I use my phone as online device for me login ebay always with change phone IP address ?

I means just connect my phone online with my pc when login ebay account if I at outside not in my home ??

if yes, how to change phone IP address always , is like off the phone only or other ways ?/

You got to watch out for your data plan. To change ip you can just turn airplane mode on and off.
