Totally depends on the items being sold I find
The average is usually around 7/8% in the UK (I am not sure about the US) so 4% is doing well, at least compared to the UK average
Bare in mind the 7/8% is across all retail, I am pretty sure the average for eBay is quite a lot lower. I know my return rate is nothing like that high
Strangely I get the most returns on cheaper items worth under £30.

It must really depend on what you are selling.
This is my account with the most returns I have ever had and I don't know why I had these. It is very frustrating. I don't know how you guys handle return rates like you are stating.

Would you consider 3-4% pretty good for consumer electronics?

^^Very true.
All the more reason this metric is very subjective depending on what you're selling.
The more important factor is customer satisfaction, I'd say. As long as you're shipping on time, maintaining good feedback, and not letting cases close without resolution, you're doing good in my book.
