What should I do to pass this step?

you can contact a vcc seller on the forum and see if they can deliver you a preloaded vcc that can work with paying eBay fees.

I believe someone could help you out there.

@OP have you fixed that problem? I have a similar situation, but I think that Entropay simply don't work for russian PayPal and Ebay. Or am I wrong?
