From my personal experience no, the buyer is not notified. I say this because I left negative feedback for someone who tried to scam me. He left a BS reply trying to deflect blame and I never received notification. Although I just had to click my "feedback" left for others tab to see it. You have to keep in mind I sold dozens of items a day and still noticed it, if this person doesn't sell at all they are a lot more likely to notice it.
